Subnational Investment Climate Assessment 2022: Sweden assesses regulations and their implementation across eight cities finding that Swedish entrepreneurs deal with a similar business environment independent of where in the country they establish their business. Of the 16 EU member states assessed by this series, Sweden has one of the most homogeneous business environments across locations. Three out of the five areas benchmarked show some variations in the efficiency of the regulatory process: building permits, obtaining electricity connections, and resolving commercial litigation. In these areas, smaller cities tend to perform better. Sundsvall leads on building permits and electricity connections, Umeå on commercial litigation. Jönköping ranks second on both commercial litigation and electricity connection.
